Monetizing and Fair Use on Youtube

I'm trying to learn what is acceptable and what isn't, so far as :

1) posting content with i.e. media clips included. A certain amount of this is allowed under Fair Use, but I don't know where the boundary lines are.

2) Or re posting videos that I have downloaded from other channels that are not unique content.

3) I was told on the youtube forum that you can only monetize a video if it's totally your unique content, but I just saw one that is made up of media clips from other sources that was monetized.

I want to start to become active posting videos and don't want to get into trouble right off the bat. I do want to be able to monetize. I've got lots of my own original content, but also wanted to be able to post or re post some that contain media content, if that is allowed.

Having no experience, how can I learn the ropes asap?

    You can use any clip, as long as you will be commenting about it, reviewing it, even making fun of it. Do a google search on fair use.
