Question about outranking a site

Okay, let's say I look up the top site for my niche on a site like ahrefs.com and it shows that the site has only 7 backlinks supporting it and its the number 1 page and first position (obviously not a big niche)

Does this mean If I were to get 8+ backlinks of same quality, or higher quality (and my onpage SEO was good) that I would pass the site and take number 1 after some time?

or could I still be under it if that site has more content?

furthermore,

let's say that site on rank 1 is really part of a much bigger site like about.com, but one of that site's pages is rank 1 for this keyword. Does the fact that the page comes from a big domain weigh on me, or only that site's specific page with that keyword?

    More backlinks does not always mean you will out rank the site above you. Trust me I know from personal experience. Search engines are looking for quite a few things like:

    1. Site optimization

    2. Is your site user friendly?

    3. adding quality content

    4. Creating high quality and relevant back links.

    5. Social media engagement.

    If the site above you is a big site like about.com it's going to almost be impossible to beat them and yes their whole site is part of the reason their ranking so high in the first place, not just the page with their keyword on it.
