What are the best traffic website properties?

What are the best traffic website properties that are free to use for commercial use. Would squidoo lens and blogger be the best pretty much. Or would you say places like about.com, ehow etc are useful too ?
If it is a review style page I use can I make money by linking them all together and not having my own website ? In terms of making money do they have to many restrictions and so are just used to get back links.
My theory is blogger has the least restrictons commercially and it could be the main place I push traffic too for the main affiliate links.
Has anyone tried anything like this as an alternative way of making money ?
