Name this script - what built this and is there a WP template that can look close?

Can anyone tell me if this is run on a script or some custom made site?

    The internal links have a .shtml extension, so (unless there's some mod_rewrite going on that I don't know about) I'd guess it's raw HTML, possibly with some server-side includes. Really hard to tell what (if any) scripts might be running the site. Looking at the source, all the CSS is inline so I doubt it's Wordpress.

    I'm not too good with building Wordpress themes myself, but I'm sure it wouldn't be too hard for someone who knows how to work with Wordpress themes to come up with something similar.
