Hmm..Western Union is not a scamming site but you should querie your buyer on why would not exchange funds via paypal, if he does not say this is possible then I would say it is a scam.

Also, if I were you I'd get him to send funds before giving over the CPanel...

With Western Union you will be picking up cash. Once you have it, I think you are pretty safe. I wouldn't give him the site or domain until you have the cash in hand.

It is okay to contact me! I have been developing software since 1999, creating many popular products like phpLD.

^^^ Just like everyone has said, get the cash first and then give up the site, do NOT give up the site till the cash is in hand!

I think you could easily cancel a transaction with Paypal
than you could with Western Union, os I'd say the WU
is the safer way to go--just be sure you have the cash in
    hand.

Even if you used Paypal there is still the possibility of
    a dispute filed against you.

Western Union is very safe for the seller (not necessarily for the buyer).
I've been using this service some time.
You can pick up the money at your local post office the moment it is sent to you.
Once you have the money, you can deliver the goods.

if it's a western union money order he's sending, then it can be a scam. I would go through Escrow.com, as that's the safest way.

If you feel uncomfortable with using western union then I'll give a second vote for Escrow.com. This way both parties can be at ease.

Jeez! All you have to do is go to your PayPal account and ask for the limits to be removed!

Tell them what's up. There's usually no problem at all, and it's done very quickly.
