Could somebody help me tweak a WP theme w/o breaking my bank?

Hi Guys,

Coming from a completely technically challenged person, I'm in desperate need of help regarding making some modifications to my WordPress theme before I upload it.

Things such as having an 'nice-looking opt-in form' on the side, (I would give you a link to show you an example), altering the colour of the background (also could provide you an example), and if possible, have my links illuminate when scrolling over them, so my customers know that they have hit the right button/link.

I don't have a lot of money and if what I'm asking warrants a high price, then I respect that and I guess I'll just have to make do

...but, I would just love to hear if it's possible for a reasonable price?.

Please let me know your thoughts and thanks so much for at least clicking on my post to begin with.

  I used elance for the first time recently, and it worked great. The guy had me up an runing in about 6 hours after first posting the job. Cost was elance's minimum, $50.

  I will PM you, as after seeing you link, I wanted to share something with you.
  
  Regarding Elance, Rent-a-Coder, etc, I have been told that it's absolutely vital to make sure that the person knows WP like the back of their hand, because once you get the file back and if something goes wrong, plus, if the owner doesn't know how to trouble shoot, then serious headaches could arise.
  
  Finding out how knowledgeable someone is in WP might be a little tricky, as it would be very easy for the person to say they are, just to get to the business,, but later you find out they may have messed something up - not sure hmmm?

  Certainly not suggesting that other website designers wouldn't be sufficient, but just wanted to lean towards sombody that specialized in WP - that's all
