Moving cities -- how to manage re-optimization

I have a site for a local business that has been optimized around geographically sensitive keywords (ie, many/most of the keywords have the name of the current city in them).

We are moving cities and will need to reoptimize. Obviously, we have a lot of work to do with the onsite optimization, but I am comfortable with that aspect for the most part.

My concern is that we have a number of backlinks that reference the current city and I am worried that this could dilute the impact of the new links. I am considering moving the site (with onsite content reoptimized for the new city) to a new domain.

1) Is this a good strategy/recommended? It is effectively starting from a blank slate as far as offsite is concerned.

2) Could google ding the new site as duplicate content? Do I need to wait a period of time between taking down the old domain and putting up the new domain to allow google to de-index the old URLs?

3) how do I best deal with the local citations that I have built? I am guessing that it is a non-issue since the domain to which it links will be dead.

4) As far as the new domain is concerned, are people seeing any value in having the city in the domain name anymore? ie, nycveterinarian.com or pheonixdentist.com?
