Warrior Special Offer or For Hire & Can I Do This?

Hope all is well tonight.
Some questions please regarding placing an ad in Warriors For Hire or the Warrior Special Offer section.
I noticed some of the services I offer clients were not listed when I searched in the Warrior For Hire section.
I wanted to get an indication if it would be advantageous to put up an ad.
I didn't know what I could mention here or not (afraid folks would get mad if I said the services and got a free plug) so I'll be generic with the questions. I never want to upset anybody. Am I allowed to mention what I would like to offer in a follow-up post to see if there is interest?
The amount of views in the Special Offer section is often larger than the other ones combined. Would it be a disadvantage to putting it anywhere else?
With the ad regardless of the section can you offer a menu of items (say 10) and enable the Warrior to pick X amount for a certain price?
At the bottom of the signature when somebody posts what is allowed to be promoted? Can a mention and link for the Warrior Special Offer/Warrior For Hire be okay?
What about any promotion of something outside the forum such as a website/blog/YouTube channel, etc in the signature?
