Simple affiliate tracking question.

I don't know if this is the right place for this question, but it is a simple one if you are familiar with 1ShoppingCart's affiliate system.
Is an affiliate cookie linked to the computer, or if that user went to another computer to later complete an order would the referral get tracked or not?
For me the cookie is stored on the PC, not in 1Shoppingcart. I have an affiliate that wanted to enter leads (via her affiliate link) into her PC on behalf of people she had met, but if they later make a purchase then it wont register to her.
