    Looking at the quality of those pages, it looks to me more like some kind of custom script that was somewhat thrown together, or an older script. I don't even see a place to submit links or exchange links. That tells me they may have used some sort of windows program to email people, ore maybe used something like linkmetro.com and then added the links they gained from that using html.
