Best forum for personal injury clients?

I have been hired with the task of identifying potential clients for a personal injury law firm. I have set up a landing page and plan on building informational content behind it to build authority. Additionally, I have a modest PPC budget for Facebook and G ads where I will emphasize location targeting. Unfortunately, I am in a very competitive market (NYC) which will be costly.

Any suggestions on where I can target this community?
