Can you give me the best places where people outsource their projects but something that has more potential of a long term relationship.

I like http://oDesk.com and Elance | Hire professionals. Outsource work. Get jobs done by independent professionals, freelancers, and contractors. and have used both to save time and money. Both have potential for long term relationships, but it really depends on finding good people to work with regardless of what site you find them on.

I agree with LavelleC, elance is a good place to hire freelancers. You can also check out Find Freelancers, Professionals, and Contract Workers for Hire - Guru.com or if you're looking for programmers, I use Rent A Coder: How Software Gets Done -- Home of the worlds' largest number of completed software projects

Maybe it's just me but I've written for the Helium.com Marketplace with good results. I've heard some bad stories, but I've had a great experience with them.
