    TIER is each in a series of rows or levels of a structure placed one above the other.

    If I am not mistaken, you probably heard about tiered backlinking. So, I am going to explain it with that in mind.

    Let's say you build backlinks to your site from site number 1. That link is your tier 1 backlink.

    Then you build backlink to site A from site B. That link is your tier 2 backlink.

    Then you build backlink from site B to site C. Thats your tier 3 backlinks

    And so on...

    People do this hoping/believing that they can build low quality links that would help their main site rank better while at the same time protecting their main site from being penalized by Google.
