If the ebook you want to write is non-fiction, then I would suggest that you outline your ebook in terms of achieving a desired outcome for your reader (lose 10 lbs, have a dog that barks less, more confidence in asking girls out, be able to negotiate a better car deal, etc...)

Then, work backward and break each chapter into a key step, lesson or stage on the way to achieving that desired outcome.

At that point, you can use something like the 5 paragraph essay system to write each chapter, though I wouldn't say that fits all topics or all chapters...sometimes you simply want to state the challenge, cover the steps to address it and lead them to the next phase (chapter)

Personally, I don't find the 5 paragraph system to be best for an ebook; unless it's a short report.

I agree with what Jeff says above. Make each chapter a step to solve the problem. Or have each chapter deal with a different problem or different solution.

I find that setting up a rough table of contents and dividing that into chapters gives you the basic outline. When clients ask me to write for them, I always ask for that and anything else they can give me because they know what they want from their book.
The TOC isn't set in stone but it is a good start.
