With ebooks, you'll want to start by finding your audience. I'm sure you can find an audience to buy an ebook focused on "technical" stuff. Method:

1. Research your local area. Look at competing web designers.
2. Select either a brandable or keyword domain.
3. Build your site.
4. Contact local entities (charities are best) and build 3 free websites for your portfolio.
5. If you're not too marketing-savvy, just stick to what you know for now: build a presence on social networks.

Now for a super tip:

Go to Google and type in generic local business searches. Let's say you live in London. It would be "London Dentists, London Doctors," etc. Now on the right, of course, you'll see adword campaigns for each industry. Most of them will be linked to their social network accounts. Follow, like, etc, all of these accounts, and then contribute worthwhile content to their updates (non-promotional). Ensure your own networks and websites are strictly targeted to the local market.

Second Great tip:

Throw up on one section of your site a mobile phone simulator. Visitors can input their web address and see just how BAD their desktop website looks on phone. Remind your visitors about the volume and importance of the mobile market. And offer to upgrade their desktop site to be mobile and tablet friendly.
