As a newbie everytime i tried to signup at any cpa network they keep asking for my tax details, something like ssn and i don't have 1 and yes am not from europe.

    Do you have a taxable income based system in your country?

    They ask because in countries that require paying taxes companies have to show how they earned their money, and the taxing body wants to know who earned them that money so that they can tax them too. If you aren't from the US/Europe that doesn't mean you are any less responsible for the burden of identifying yourself for that reason.
