Health Insurance Website Marketing

I know it's illegal to *sell* health insurance without some sort of license, and I'm pretty sure that it's legal to *market* health insurance, since I've been doing it with one affiliate program for a couple years. Is my assumption correct? If so, am I limited by the methods used for marketing health insurance? I'm looking to begin posting "bandit" signs (those 18"x24" yard signs) around town. Does anyone know if this is legal, assuming that there's not an ordinance against them in the town in which I'm placing them? Thanks!

    As a licensed insurance agent maybe I can help... the rules are different for each state but in general only licensed agents are able to get a direct commission for an individual sale, but most states allow for a referral fee up to $x, Arizona recently went to $25. However, agency's pay big bucks for leads. Up to $45 when I was buying them a few months ago. And those are generally being sold to 5 + agents. Its really pretty crazy. Insurance agents are among the most abused professionals as far as marketing goes. So basically im saying that you might be able to find a cpa deal or just get licensed and take a % of each sale.
