Is building Tier 1 & Tier 2 Backlinks still effective?

Hello People,

i'm trying to rank a new website, i was planing to build a quality tier 1 links then send some link juice to them by building tier 2 links.

Is this method still effective to rank new websites, i have read many articles saying that this strategy is too old now and after all the changes to Google's algorithm it become much harder to see good results using this method.

Please let me know what do you think about this strategy and also let me know if you have better ranking course or new strategy to rank new websites.

    Well, I have a new website tried with Tier 1&Tier 2 backlinks, it works for the keywords rank, I could see many keywords rank improved very well, by the way, I use GSA as Tier 1 and SB as Tier 2. However, the core keywords of my website is hardly on google 1st page, each of my keyword have more than 70,000,000 indexed results.I know there's two reason, the first one is I'm not professional SEO, the second one is the keywords have too many competitive sites that has many years of history.

    So I changed my strategy, I hired experienced warrior in this forum, they've sucessfully improved my keywords pagerank on the 1st page. Then I'm swithed to article marketing, writing some high quality articles and publish on the high PR article sites, then rewrite to publish on my blogs once they are published. I have to say writing article is really hard at the beginning but it will finally works to bring your website traffics.
