How to outsource for non-English speaking country?

Hi, I am running a web dev business and I would like to outsource the actual work to someone else and focus mainly on getting new clients.

I live in Taiwan. So I build Chinese websites for my clients.

It's pretty hard to find quality yet affordable freelancer in China&Taiwan... (I had some bad experience before... )

I am thinking about outsourcing to Philippine even if they can't understand Chinese.

Has anybody done this before? Hiring Philippine/India freelancers to make a non-English website? (ie: making a Dutch or Japanese website)

Any ideas would help.

    I would suggest looking at SEOClerks. They have a number of non English providers with excellent expertise.

    @davidsotto1810, I've checked the SEOClerks out, but the skill set I need right now is web dev/design, not SEO.

    Oh, I see they do have some Wordpress programmers, but like elance/odesk/fiverr...etc it's so hard to find a developer from China...
