Question to web developers

I am not sure if this is the right forum sesction for this, please excuse me if it it's not. I have a question for web developers. When you work for a client website, what do you do with the content? I mean, do you upload it yourself, at least the first time, or do you let the client take care of it? The reason I am asking is because I hired a local company for two web sites for two local business. I did the content, even hired professional photographer to take photos of the place and so on and gave everything to them. It took month and a half for each projected to be completed, but here is what they did.
Instead of putting the content I provided, the copy-pasted some random articles from local news websites around my websites. I tried to explaining to them and even postponed the payment for few weeks until they understand. I eventually paid the second 50%(the first 50% was at the beginning of the projects), but I don't understand why instead of copying random articles, they didn't upload my stuff right away? I am not sure if it is their practice or they charge for content management, but I didn't ask about this in the conversations because I thought it would be obvious that this service is included, at least for the first time.
What are your opinions about this case, I am right or wrong? Thanks.

    You really need to use short paragraphs dude, I can barely understand what you are asking.

    You don't own what you can't control. I suggest you take control of your own site. They didn't post your content right away, because they want to make it look like they are doing some work, so they can extract payments from you.

    Get control of your site, and manage your own content.

      The website functionality itself was great, they have their own CMS. I provided the content including professional photos, but instead of posting it, they posted random articles and essentially made me to post the content myself. I have no problem with this but I expected it to be included in the service for which I paid for.

      Are they right or wrong in this behavior? This is what I am wondering and I am asking what most of the web developers around here are doing?

        I don't know what you pay them, but you get what you pay for. Unless you made it clear to them what you want, they don't really have to do it. I really recommend to run your own site, because you never know with them, they could just have a bot scrape and post to your blog.

          Normally we upload content and images provided by clients at least first time , it is our normal practice .

          But some developers use lorem ipsum content ,when they provide new website as it comes inbuilt with most templates.

    When I design and build websites or systems for my clients I always use their content straight away, time is precious and there is no point in wasting it.
    Besides that is an odd practice anyway.
