Mobile/Outlook/Laptop Tethering (desperate question)

Just a techy problem. I hope someone knows how to do this. I'm not sure what he means exactly nor if its possible  Here is the email that was sent to me:

"I have tried to get it to work, but am sure you would have a better chance, if it is possible.

(1) The issue, in a nut-shell, is this: I want to be able to connect (tether?) my mobile by either Cable via USB port or Wi-Fi or Bluetooth to my laptop.

Then I want to be able to make phone calls (via my mobile) from an Outlook Contact using the Telephone dialler which has an Icon in the Command Ribbon at the top.
(I don't understand this part)

If you create a Contact Record in Outlook, say, for me with my phone number (removed), then try to find out how you can make the call from the Dialler.

If you can achieve this, then we can log all Incoming & Outgoing calls (& possibly SMS’s)...which would be semi-awesome !!!

Can you help?

Thanks."

You need to set your phone up as a modem. You can connect most with Bluetooth or USB try howardforums.com this is exactly the kind of info you will find there. It is dependent on your phone and provider exactly how to do it.
