You can start your own affiliate program and then paying for each new subscriber.

This is called PPL or pay per lead.

Another option is to set up a pay per lead program with a CPA network.
You would need a somewhat larger budget for that.

The quality of tge leads is important but so is the quality of what you do with them afterwards. Theres really not a secret super awesome source of leads, juat gotta pick a strategy and stick with it until you master it. Each source has to be treated differently to convert them. Are you just doing IM or are you gonna pick up the phone?

It is possible to purchase solo ads that guarantee leads rather than just clicks. Depending on the quality of the provider should determine the standard of quality of the leads.

M and G is a great source for fresh, responsive leads.

Whatever you buy, buy a small amount, say 100 at a time. If they work out to be profitable buy another 100 and so on. When they stop becoming profitable, find another source. For every 100 guaranteed clicks you will probably get a few extra, say 5. If you purchased a 1,000 you might get 10 or 15 extra clicks. 10 lots of 100 might give you 10 x 5 extra making an extra 50 ofsetting the cost of 10 x 100 over 1 x 1,000

Do the maths and see which is most cost effective for your business.
