Choose an open source or hosted cms; my two favorites are Wordpress and Drupal. They will pretty much do anything with content, including the things you describe above.

I would and do go with Wordpress too. there is a plugin for pretty much everything and people know it so can help you. Also, there is the WSO section to this forum which has a lot of premium member made tools and content that work with Wordpress as plugins too.
