Is there any law or rule against creating a video aggregation website in which the website developer uses others' Youtube videos for its content?

Really shouldn't be a problem if the video is put on the site using the embed code.

If you are embedding the videos, it should be ok. If you are concerned about the legality, it is better to contact YouTube and ask their opinion about your website project and how you intend to use their videos.

There are a lot of video sites that the videos are all YouTube.

Only problems I recall ever hearing about was:

    1) Pulling videos that are set to not be shared (Mainly from downloading and hosting). Not something YouTube would say much about, just the owner of the videos.

    2) Wrapping the video in another player to remove the YouTube branding.

But I am not a lawyer and don't claim to be.

Just throwing out off the top of my head, any problems I recall anyone saying they ran into.

That is not a problem at all.

It is a violation of the ToS if you are using AdSense and could get your AdSense account banned.

But it is not illegal or unethical in general, so if you have a way of making money besides AdSense it is fine.

As far as YouTube videos go, they have tools to share the videos, including embedding them on your own site. I've done it plenty of times with no problems. Just don't mess with the code or anything shady like that.

Embedding would be fine i think. I would not download and reupload yourself as you are going to use far to much bandwidth.

If the YouTube user posts their video with the embed code then i would not see a problem. You will run into obvious issues if you try to re post YouTube videos as your own though.
