It depends on whether the offer allows cash incentive or not. Most incentive offers don't allow cash incentive.

You might want to read CPA Storm as it has methods about incentive cpa offers.

MaxBounty would definitely pass on that kind of traffic. There would be little or no value to the end advertiser, especially if you're targeting offers which enable you to pay $15 for completing 3 offers. I suggest you find a better way to market campaigns to surfers.
