How Do you Treat Offline Client and It's Purchase Behavior

I have found some ash time with different client in my area, Am I doing something wrong or is it normal...

To bring some client to my business I need to give dirty cheap price some time just to brand myself and spread the word of my business, but I feel some time when you offer free service they like more free, but for me this would take time and hours of work.

Here is one of my client:
I offered client in cosmetic niche a website design for £40 (including domain and free hosting for 1 year). Beside of this offer I have made a mobile site for this business ready with a logo and 4 pages with nice design, but haven't tell yet to the client this free offer.

I want to know if this is good technique to use with offline client or may be I am exaggerating with the price.

I use this techniques because I have other services I can provide, and I know they will be interested, but the price always kick me off....

And how much would you range the price in the following list:
- Website design:
- Local Listing
- Seo service: how would you price 1 low or medium competitive keyword
I know this won't be easy, just an estimation range would be clear.
- 1 Qr Code design
- 1 Mobile Site for 4 pages
- 1 Mobile site for many pages (restaurant site with reservation form and email list collecting inside the WordPress dashboard )
-Video creation 5 min for his business inside look and presentation,
he do the presentation of his business live and I do the rest.

I am looking for suggestion and strategies from whom faced this situation before with theirs clients.

Please advice and add some tips, any other idea much appreciated
