Facebook Ads, A Serious Problem? Why All this!

Recently i decide to run some my CPA offers on Facebook ads! it's already being activated by my Paypal account! But a red box appear telling me that i must reactive my account ads. I said ok no problem, I add another credits card information (this credits card have funds and active).
But! Nothing happen the message still appear, Nothing Happen! WHAT?
I said OK, I will desactivate my ads account, In order to remove my belling information.
But nothing happen. I already wait more than 3 B/Day. but....!
I don't know why Facebook has been so hard! I mean No Support! No email! Nothing...
I'm not the only one, Bunch of marketers has the same problem! Until now.
OH! I forget! I used one link from facebook to reactive facebook ads manual by assistance facebook (you must wait 24 hours), but when i click they said that you have an active account!
Now, i can't run no single ads on my account! SUPER
