Can Gmail tell you up open rates?

I'm compiling a list of business emails that I'm going to bcc email with Gmail.

When I mail out with Aweber I can check the un opens, and mail to them again.

Is there a way to do this with Gmail?

Or is there an auto responder that will allow me to import emails and do this?
