kind of a weird question but need anwers

okay i got dream weaver cs4 now i want to know what do i need to create a membership site that looks nice and if anyone knows a good online course ofr something like that i would be willing to pay. I want to have a site with a forum and make most of it free for everyone who signs up but then have an area for paying members and i want to take payments with paypal. So what do i have ot do to achieve that besides getting a host and a domain name. thanks you.
