The only one that can actually give you permission to use an image, or screen shot of a YouTube video etc, is the owner of the copyright. Anyone else can't really answer your "if I can use" question. Even if a lawyer advised you that based on current copyright laws you might be able to get away with it, that still does not stop the image owner from filing a complaint if they oppose to what you are doing.

Negative. You need to get permission. Can you take a screenshot of the Coca Cola logo and use that? You could but good luck in court.

You need permission, especially since you plan to modify the images.

The question is, whose permission do you need?

That depends on what you mean by "screenshot of a YouTube video."

If you mean a shot of the YT page or video player with the video playing, you need both YT's and the video's rights owner's permission.

If you mean grabbing a frame from the video itself, you can likely slide by with just the rights owner's permission.

How is it Google can then have screenshots of every website in the search results?

It's not so cut and dry. It depends on the circumstance.

Will, it sounds like you're arguing for the sake of arguing. The OP made it pretty clear what the circumstance is.

I would like to use the screenshot to make covers/portfolio for my services (by retouching the pictures).

          Not at all John.

I was replying to someone else above (as you can see in my post) that was saying you always need to get permission. It is not that cut and dry.

I can take a photo of a celebrity and use it to sell magazines.

I would not put my business at risk by using a screenshot that is not my own and hoping for the best. It wouldn't cost that much to pay someone to create an image if you couldn't do it yourself. Tread lightly.

I'm in the camp that says NO.

Even a single frame of a video is a part of the intellectual property of another.

In addition, the actual contents of the video could show a person's face, a trademark or logo, or some other feature that is protected. For this very reason you often see people's faces and signs blurred out of videos.

Yes, you might be able "to get away it" but is that really the point?

You have so many other options including hiring a designer or artist, licensing an image, using public domain, etc, etc.

I'm always amazed that people like to see just how close to the edge of a cliff they can venture. Why not stay as far away as possible and be perfectly safe and without regret?

      The best to you,

      Steve

If you take permission , it would better. If the content is important & copyright by the owner & if you use it without permission, it may lead you in danger.

Yes context is important here, but tell me something - if I take a screenshot of your pic while its on display on my screen, wouldn't that still be your pic? So, a screenshot is a copy of the page in question and someone can definitely come after you if the context is not right.

you should talk or ask the owner of the video ... my guess and it's only a guess is that you should mention on the picture the owner and rights
