  Hi, James, If they hold your Payment for 21 Days then probably they will not revoke this restriction before the time frame they have provided. However you can contact their customer support by Phone.

New accounts at Paypal are often restricted. You can contact them, but I wouldn't expect much flexibility. If you make any more, you can expect a hold on that also. Keep in mind that they are concerned about chargebacks that often happen within 30 days, but can occur up to 60 days or longer, so they are not being unreasonable.

You may be able to get the money faster than 21 days if you can prove somehow that you have provided the service satisfactorily and that the buyer is happy that the transaction is complete.

Otherwise, I doubt there's much you can do about it. I'd give them a call though and see what their policy on this is.

No there is no way to access money before 21 days. Such as When one client paid to his freelancer on Odesk, instantly freelancer will see the money to this pending account section. That means client paid freelancer, but Odesk authority do not receive the payment yet. It is on the way/process. When Odesk authority get confirmation that date will be active money, then Freelancer will see the date. exactly that date, freelacner will be able to cash the money.

I think this is just part of a safety measures.

Because your account is NEW it's becomes a potential threat.

The forums for instance don't allow people to use their sig just after signing up until they reach a number of days with them or make a number of post.

Contacting them would be futile.

It may have nothing to do with you or Ebay. It may be an issue of the purchaser.

I too have received this 21 day hold on payments; usually because the payments came from people outside of the US, Canada & UK.

Generally, it was because the purchaser, though verified, had some kind of red flags go off.

On the positive side, I've always gotten my payments released within the 21 days...so it may not take 21 days

The only way to find out if the funds can be released sooner is to contact PayPal directly. Explain your situation and they will tell you how it can be done - if it can be done.

I get delays from both e-bay and pay pal, but they are the same company... Hey, go figure as we say. Also, there is a 20 day delay on Fiverr and you only get $3.92 per gig. Still remember the good old days when people would pay me with cash, I did not like out of state personal checks because my bank would put a seven day hold on em. I looked forward to instant payments using digital money. Well, here we are. I now have to wait longer than ever.

If you call them on the phone and ask them to make the funds available so that you can facilitate the transaction, they'll usually push the payment through.

Do you have a business paypal account and is it verified account ?

Also when someone sends you money if you didn't send them to your pay button then they have an option to make it a gift or for services etc ..

It has to be one of the above problems..

Hey James,

Whenever I have some money tied in my Paypal from making eBay sells, I simply call Paypal customer support, and explain to them that I made some sells and I would kindly ask them to release the funds so that I can have access to them.

I only do this when my customers have left me positive feedback and I don't want to wait an extra 3 weeks for the hold to be lifted.

Every time I call in and ask nicely if they can lift the hold, I get immediate access to my money.

if you are going to receive payments for freelancing gigs - I would strongly suggest you upgrade to a premier account. Personal accounts do have some restrictions - you might find that they recommend that anyway when you talk to the folks at PayPal.

While this may not be the entire problem... it's their first "red flag" once the amount received goes over a few dollars.

Contacting Paypal, as others have suggested, is certainly worthwhile - but first upgrade your Paypal account (it doesn't cost anything) to a business account.

Paypal are generally evil. How much of your online income goes through Paypal? If it's more than 60% then diversify at once.

I've just had my entire Paypal account permanently limited, with no right of appeal. Sure, I broke the rules by using it to accept payment on a dating site (since 2011 you need to get dating sites manually approved apparently). But they claimed my ban was for adult content (not true - my site is pretty much AdSense acceptable and my competitors all use Paypal).

Now I can't access ANY of my money for 180 days.

The good news is that online payments is a good niche and there are many competitors out there.

So sorry to here about that I don't have much knowledge about paypal then other senior warriors but i have suggestion that if you can refund your money to your ebay customer and ask him/her to forward this money to your friend's Paypal or wherever you want then i think you will get your money in few days.Hope This Helps you.

Guys, respectfully, what you all need to be aware of is that both PayPal's terms of service and their policies and procedures vary very significantly according to the account-holder's country.

The OP is in Pakistan, and it's really difficult for those in Western countries to know/assess to what extent, if any, this is relevant to his situation with PayPal, and how PayPal chooses to act over it.

Only PayPal themselves know that (and they may not be saying, to the extent that such things relate to "policies and procedures" rather than to "terms of service").

I appreciate, of course, that everyone's trying to help; I'm just saying: be aware that these situations are not always what you're familiar with dealing with yourself, as far as PayPal's concerned, when different locations are involved.

paypals okay. they only want to keep our money with them for a period. I normally keep about 3000 bucks in the account at all times. I am able to withdraw excess that amount any times. i am happy.

Yes, I think this is substantially correct.

I always wince a little, when I read (as one so often can, in this forum) such sentiments as "I want to avoid PayPal accidents so I empty my account all the time and leave nothing there" ... because, of course, for entirely understandable reasons, that's exactly the behavior that rings alarm-bells with PayPal and makes them want to keep a very careful eye on someone's account.

I don't often need to use my PayPal account for receiving large amounts, but when I do, I always leave some of the funds deposited there so as not to appear like someone "trying to remove all the money quickly".

It's possible, I suppose.

To me, it seems far more likely that sweeping your account, either manually or with the automated gadget, flags your account as being "high-risk" and "worthy of close attention".

But neither of us knows for sure, because this relates to PayPal's internal policies, which they don't share with us (and about which they may not even be consistent, for all we know. For a start, I very strongly suspect that they typically treat account-holders in different countries very differently).

I make no such presumptions, myself.

You're close, but not quite climbing the right tree, here, ClickMonkey. Most of this problem isn't really about "fraud" and "abuse" - most of it's just about PayPal's perception of their own risk-factors in the cases of subsequent refund requests after a vendor has already withdrawn the funds in a hurry. Credit-card processing is an inherently risk-bearing business, in that sense, and that's also why it isn't too easy for new, small businesses to be granted merchant account status by their own banks (or by others).

Processing credit-card payments for people doing business is effectively granting them credit.

I don't think you get flagged for emptying your PayPal account normally. I have had a premier account with PayPal since 2000. I have never been flagged for emptying my account. PayPal is NOT a bank account - but they can access one of my bank accounts - so it makes no difference whether I leave the money in PayPal or not.

Most people either have a bank account or a credit card tied to their PayPal account and that is so that if you do empty your PayPal account and there's a refund or something - they can use your bank account or your credit card to get the money back as far as I understand.

Also, please let's not start this PayPal is evil crap again, ok? If the business you are conducting is legitimate - you will have no problems - if you think you are going to have a big influx of sales and higher than normal PayPal activity, get on the phone to PayPal's people and talk to them so they know what is going on. It's very simple.

Let's try to keep the misinformation to a minimum, shall we?

Almost all new PayPal accounts have the 21-day hold, especially if you receive your first payment soon after opening the account. It has nothing to do with eBay. You have to click the "See how to get your money sooner" link (may not be the exact phrase) at the top of your account and confirm your identity, either by an automated phone call or text message.

Keep in mind if you do not confirm your identity then all subsequent payments will also be held for 21 days. Also, if the payment was for any physical item (you said freelancing, but just covering all bases just in case), then you can submit tracking information and have the payment released 7 days after delivery.

People really need to learn how to differentiate evil from businesses who are just doing their jobs.

Rule number 1. Take time to read their terms and conditions. If you are using Paypal for a big business, I guess spending 20-30 minutes to read through some bunch of words won't be a pain.

Tip. If you are going to expect money from different sources, you can contact Paypal ahead and ask them what you need to do or what they will do as soon as the money arrives.

I have never ever had problems with Paypal since setting my account up in 2009. I receive money from various sources from my freelance jobs.

Regarding the problem, wait for the 21 days or give them a call/send an email asking how you can lift the 21 day hold for future payments.

Also your account should at least be upt to 14 days old for it to be in good condition of making sales,but any way you can wait for 21 days and get your money. all they do is to protect buyers,many out there are SCAM.so if within 21 days the buyer file no accusation to you ,then you gain credibity with paypal.so relax and wait you will be paid
