    Define "Fraudulent" buyers.

The reason I say to define a fraudulent buyer, is because that is what PayPal would need you to prove to side with you. You would have to provide PROOF that the person actually received the item they purchased. With digital products, PayPal normally sides with the buyer and not the seller. It is hard for you to prove that you have delivered the product. With a physical product you can show postage, packing slips, etc.

If you search the forums here, you will find several threads on the topic and see posts where PayPal did and also didn't side with the seller.

I am sorry but you have no idea how Paypal works.

      As of now:

For digital products Paypal only sides with the seller. Whether or not the buyer has proof is irrelevant 99% of times. If it is a digital sale then the seller automatically wins even without a human having a look at the case. It is a computer done thing.

If a person does a chargeback, the buyer wins 100% of time. It doesn't matter whether you have proof or not. Paypal's policy is to not fight or respond to the dispute. So your proof doesn't hold water anyway since Paypal doesn't respond to the dispute done by the bank. The buyer wins 100% of times in a chargeback as failure to respond to a dispute means that party loses. So Paypal loses and you lose as well.

But as far as Paypal disputes are concerned, digital goods can't be disputed even if there is proof unless you can prove that the party in question is a repeat scammer and not merely a one time offender.

You can contact Paypal Costumer Suppert about this,
Some different small webshops, websites have Seller protection, If you contact paypal about your question, they will search out your website and add you into a list of them.

You will get a notice when they contact you back with the special Seller Protection and Paypal Secure Webshop Buttons.

Unfortunately, PayPal's always supports the buyers unless you got a strong proof to prove that you've actually shipped it. If it is a non tangible item, forget it, PayPal isn't going to support you :/

No offense amigo, but you're completely
      wrong and WeavingThoughts is completely
      correct.

The ONLY thing you need to do is reply to
the dispute including a download link for the
customer and it's a done deal.

PayPal will support you better than any other
payment processor I've used and I have moved
a lot of money through them over the last 14
      years.

WeavingThoughts is bang on. Paypal will stand by the seller for digital products.

I know that Paypal always protects the buyers. So if you're a legit seller you shouldn't worry only if the buyer is scammer who want chargeback you can get some problems to get your money, in eBay many sellers told me about this.. better to sell in craiglist for real cash not virtual..
