Getting YouTube Comments And Likes

I have a few YouTube videos out there that I'm interested in getting comments and likes for. I've heard that you can get these via Fiverr for $5 but am a bit worried about this.
1) Will YouTube be able to detect these and penalize my videos as a result?
2) Are there Fiverr gigs you can recommend for this?
3) Is there a better service or exhange in which I can achieve this?
