Open a dispute from your account.

Contact the guy you purchased the product from and ask for refund. If that doesn't get the result you want file a dispute with PayPal.

    Maybe it's just a misconception
before opening a dispute with paypal consult the seller
and see if there is a solution
if there is not another solution of course you will need to turn to paypal to get back your money back
in the worst case contact the competent authorities of your country
for example, if the case makes you think that it is reasonably
a swindle so as to prevent others fall for it

Personally, I would send the vendor a threat to respond otherwise you'll send a paypal dispute within 48hrs,

If he doesn't respond open the dispute, from there continue to send him a message every day or two asking him to resolve the dispute, even scam artist will get tired of the constant messaging.

It's important to keep messaging him as paypal buyer protection is only for actual tangible products, digital products and services are not covered

According to me, before making any dispute, you need to contact with the seller. what had happened? There may any misunderstanding. After negotiating with the seller, there may any solution. Please try to hear what the seller wants to say. then if you think the seller is fraud/ cheater, then you can open the Dispute in the Paypal. You need to do the work hurry up. No delay.
