Google launches Call Conversions...I thought they penalized this kind of stuff?

Apologize if this has already been discussed. So google has launched Website Call Conversions. Here's an article on it:

Basically, it allows advertisers to track calls by dynamically placing a trackable Google forwarding phone number on your website. So if a user clicks your ad to visit your site, then manually dials your phone number, advertisers will know about it. You can even use a different phone number for each page of your site.

Where I'm confused though, is doesn't Google penalize against this? Not trackable phone numbers specifically, but inconsistent numbers? If I list my real phone number on local directories, but have a different number on my website for phone tracking, I was under the impression Google frowned on this.

Are they now saying it's ok to list multiple phone numbers for a single business?

    One thing's for sure: it's by no means beyond Google to do themselves things that they penalize other people for doing.
