Is there any way to re-target users who have uninstalled our app?

There are different ways to retarget users. Targeting users who have uninstalled your app is possible if you have tracked on their device ID's, then you can start re-targeting those users specifically. Have you been tracking which user's have uninstalled your app?

Another way to do it is through emails. You can retarget users if you collected emails through a login and see that they have gone inactive.

One of my companies services is retargeting, if you shoot me a PM with some more info I would be more than happy to see what I can do for you.

I don't think that is possible, even if you get device id, how you will deliver them your ad again.

Have one of the pages (tabs) in your app be a website page (iframe or direct url) where you have a retargeting pixel on that page. Anyone who has installed your app and visited that tab, should be assigned a pixel that can be used for retargeting.

Obviously, this would only catch the people who visit that page from within the app before uninstalling it. Depending on how your app is built, could affect the pixel. Typically, displaying a web page inside an app, may not add the pixel. You would want to actually cause the page to open inside the default browser of the device for the pixel to be placed.

Not perfect, but can certainly allow you to target a good percentage of the people who install your app.
