Serious Software - Advice Needed

Today I watched a webinar about mobile advertising where you can sell a CPA offer and at the same time have a couple of pop-unders that download freemium apps from App Store or Google Play and you pick up commissions (Like 50 cents a download). I was determined to purchase it until I saw the Webinar Special price of US$5K.
Can anybody point me in the direction of a similar platform that I don't have to pawn my first born to access?

The idea of being paid to download free apps does interest me greatly.

Thats interesting, can you PM me the URL for that company, there may indeed be some alternatives there usually is, depending on what your after and if you are flexible on developing it.
