Is there a way to buy consumer cell phone lists?

We need an organized, by city cell phone list, do these exist?

ofcouse it does exist, but problem is finding the list dealers who would sell'em to u. i only offer in Nigeria so i dont know of other countries for now, but am hoping to go international level soon.
my 1cent on this is that u should make more research, check google etc for more ref...
