Is there an easy script to turn an HTML site into a responsive or mobile friendly site?

Hi Fellow Warriors,

A couple of years ago I came across a product that could be used to turn an HTML site into a mobile friendly site, but I completely forgot what it was, other than that it was some kind of script you could insert near the top of the site.

Does anyone here know of such a script or a similar script that can do that?

Or does anyone happen to have the code I need to insert?

P.S.: Yes, I know that a WP site will make this easy, but I will get in trouble with my hosting company if I turn all my itty bitty HTML sites into WordPress blogs (too many files AKA inodes).
