I have a specific question regarding Google play reviews.
First question: If someone want to give review or rating to any android app ,then is it mandatory to install the android app or anyone with a google account can do it without installing the app?

Another question if a user who installed the app ,uninstall the app,then all the review ratings he gave vanished from google play
?

1. They need to install the app. They can also download app on a emulator but it is mandatory to install app before putting a review.

2. No, his reviews stay whether the app is installed or uninstalled from his device.

You need to experience the app first before you give review/rating and hence yes, you need to install the app first before you review it.

Secondly, once you have reviewed, it is going to be reflected on the review panel forever.

Many people give ratings without writing comments.
They can only give ratings after they install the app somewhere...

The review will stay for sure, but you have to install the app otherwise there is no chance of rating it.
