Some phones support CSS3 and some do not. The iPhone and most Android devices do support CSS3. My Blackberry device does not support CSS3.

You can still use it but you must be mindful of using things that will still render ok on those devices that do not yet support CSS3 - for example CSS3 rounded corners and gradients will not work on my Blackberry and will instead just show as square corners and one color instead of gradients.

Keep this in mind when using CSS3 in the design of your mobile sites - the design should still look decent for those devices that do not support CSS3 styles.
