You build a list. Just like you wouldn't purchase email lists for email marketing you also don't purchase mobile lists for mobile marketing. There is a thing known as spam and unless you have someone's permission to be sending them promotions, you will be walking on very thin ice.

Buying a list of mobile numbers and sending out offers to that list is not what I would call Mobile Marketing.
