Yes. And when you do the carriers can directly fine you $500 per text message, per recipient, if it was unsolicited. Some states and municipalities can charge you criminally, for this and any recipient can sue you in civil court.

California jurisprudence is so crazy now that, for all I know, they can probably fine you for thinking about something like this.
