Smart versus Feature

After reading through the post I have one question when designing for mobile should one try and make the site viewable on feature phones and not just smart phones I see a lot of the sites out there only work on smart phones, but the largest market share is still feature phones is there a way to get it to show well on both

The main difference between smart phones and feature phones is that smart phones can run apps and feature phones not.

As far as viewing web sites is concerned: A feature phone is usually enough to view a web sites. The displays are often small but the web functionality is there.
