One can not explain you what mobile app is in a single post but let me try.
A mobile app is software for your smart phone (similar to PC software). You can find the apps at stores (iOS apps at iTunes, android apps at play store, Windows app at Marketplace). These apps provides you services and entertainment. Have a smart phone and install a few in your device, it will be more convenient to understand apps.

A software that is run on a smart phone is basically an application(shortened as the word app). There are different types of apps built depending on the requirements of users. For example gaming apps, ecommerce app, etc. are pretty common ones. I have personally used the cart2mobile app which I have found to be pretty useful. May be you should try it out to get an idea on how such apps work.

The descriptions others have already given are pretty good on what a mobile app is. As far as what they do...that's impossible to answer without knowing what type of app you're talking about.

A mobile application is a software made specifically for smart phones. There are many types of apps build by many app developers based on client's requirements. They may be customized or general apps. I've used an event management app by the name of event2mobile while attending a conference and it was a really wonderful experience.

Mobile Apps are broken down into 3 Distinct Categories:

1. NATIVE APPS: These are apps that run directly on a device and can run with or without an internet connection. You will usually find these types of apps in an app marketplace such as the Apple App Store or Google Marketplace. This is the MAIN type of app people try to create, but its harder to get it approved.

2. WEB APPS: These apps run in a web browser and do not require any approvals. Using various forms of monetization, these apps can also make you some money as well, but they require a constant internet connection to run.

3. AD-HOC APPS: These apps are usually made for corporations and agencies that use apps internally. These are the same native apps from above, however they are not part of the App Store and can be sold on their own. Its basically a NON-PUBLIC Native App.

Mobile apps specifically are programs that you use that serve various functions on a device. Currently the devices that feature mobile apps are Cellular Phones and Tablet computers. In 2013 and beyond we will also start seeing these same mobile apps coming out for various other items such as Automobiles, Appliances and even new Video Game Systems.

called mobile apps, it is a term used to describe Internet applications that run on smartphones and other mobile devices. The most useful mobile apps for me is Gmail.

@aclerkin - Depends on what you mean by "designed", do you mean a design, something visual (this means you have to hire a programmer to actually build the app) or do you mean "design and make the app"

Designing apps can be expensive, it really depends on what the app is and what it does.

Probably fiverr if you need a mockup or maybe something like 99designs if you have a slightly higher budget.

But that's just for design, for programming I am not sure; there are a few people on WF who do it.
