What is the best white label mobile generator please

Hello,

I have read most of the post here but can not find the answer to my question.

I am looking at starting a mobile marketing business here in New Zealand but would like to do it under a white label.

Which company has the best white label program for building mobile websites please?

I need to consider
-cost.
-easy to use
-support must be fantastic
-has marketing material
-sms is not important as I see most of the companies who offer web building are US based
-ability to give customers their own login panel so they can manage their sites if they like.
-ability to provide tracking

I think that is about all. I have researched quite a number of sites and so far brick&mobile are my first choice but obviously have not used all that are available.
