You can make your own ad look like you want. There shouldn't be any restrictions.
I would advise you to implement ad networks that provide house ads (f.ex. AdMob). This way you can combine ads of your company in addition to ads that are provided by the ad network (extra revenue stream).

Look up mobile app monetization advertising on Google. There are several tutorials on how to integrate ads.

Many of the ad networks (including AdMob) allow you to use 'house' ads. These are basically custom ads. You can usually specify a % of house ads to be used. So for example with AdMob, you can set it to 60% house ads and 40% AdMob served ads.

I have had great success rotating CPA offers, affiliate offers (with custom mobile ad banners) mixed in with AdMob ads.

Depends what language you are writing your apps in, but you could setup a website with a mysql database and program your app to get the ad data from there and display it in the app then this way you can change the ad in the database as and when you want to.
