I need a mobile website expert for his opinion

I've got a potential client that have a classified ads (not build by me) website and want a mobile site that will display his ads by rss... this is the easiest part but he also wants to have a login access that will be connected to his website members area to post classified ads but where there is a button like "take a picture" and where the visitor can submit the photo taken and the description. All these infos will be automaticly add to the main website database and update classified ads.

Is this possible? or not because of photo shot (need core phone programming) and connect to his database or members area...

I did suggest him I could make a mobile form that will send to his email but as he gets like thousands of ads a day, it's not possible.

Do he need more like an app than a mobile website? also how will the app connect to the members area of his website?
