I personally haven't found networks that feature offers outside of US/UK/CAN.

This is simply a limitation in advertisers doing their own advertising.

You can try using Mundo Media & Matomy they have a couple of pay per call offers.

You will probably need to strike up direct PPCall deals with international advertisers.
