Mobile operators, ip ranges database

Hello,

Some mobile adnetworks allows to target offers to mobile operators (see screenshot). How do they know operator ip ranges? Especially WI-FI, wtf?

I know about MaxMind ISP/Organization database (similar to geoip db). But it is absolutely impossible to determine is it WIFI or no?

Hi

If your promoting a content subscription offer , they will provide you the IPs which you can share with the mobile ad network.

You can also buy a data online from Quova they are most reliable.
